Although there is little we can do to stop the IP Booting, we can take steps to ensure we protect ourselves. Let me start off by saying that I am in no way a tech expert. One methods involves spending a bit of money if you want to be well protected (it can also be free but provides minimal protection) and the other is completely free. Here are the two methods that can help you out (Note: they do not GUARANTEE full protection but, will make a big difference): 1) Virtual Private Network (VPN) Method How a VPN protects you is basic. It hides your real IP Address. The IP Booter needs the real IP Address of your router in order to flood it with loads of information. With a VPN, you may live in Canada but your IP Address will come up as one in the USA (if you so chose). So when the Booter finds your address it will be some random USA IP address and when they try to send an overload of information to that address (which they think is your real one) the information will not actually go to your router.
This method may not work against people that are good at this type of stuff and have high end software/hardware for things like IP Booting or DDOSing. But, let's face it, it is NHL and the majority of people doing this are most likely teenagers with crappy software. You are basically just protect yourself by hiding your true identity so to speak. There is a con to using a VPN (as brought up by ), and that is the added latency you will have.
The better VPN software will reduce this but, it is something you have to consider when weighing the pros and cons of having a VPN. This method does have a cost to it if you want a decent VPN software, there are free ones and Windows comps usually have a built in VPN software (however, you need to have a good amount of upload bandwidth or so I read). A simple search of google can find you tons of VPNs and how to set up your own on a Windows computer if you so desire.
